Disable Downloads in IE

To disable downloads in Internet Explorer open the registry and navigate to either

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3]
or
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Zones\3]

and then either modify or create a new DWORD value named 1803 and set the value data to 3. Now exit the registry, and restart your computer for the change to take effect
