To create this shortcut right click your desktop select New and Shortcut. Now type
rundll32.exe %SystemRoot%\system32\shimgvw.dll,ImageView_Fullscreen then click next. Finally, enter in a name for your shortcut and click finish. From now on whenever you want to view any image all you have to do is double click the shortcut icon and drag and drop any photo (or multiple photos) into the program.
