To solve the problem, enable the Enable Dragging and Dropping Option in your Start menu properties. Follow these steps:
For Classic Start Menu
Right-click Taskbar, Properties, click Start Menu tab, choose CustomizeEnable Enable Dragging and Dropping
For New Start Menu
Right-click Taskbar, Properties, click Start Menu tab, choose CustomizeClick Advanced tab and enable Enable Dragging and Dropping
Note: If the option Enable Dragging and Dropping is not available, it's due to a policy setting. For stand-alone systems, try this:
** Start Registry Editor and navigate to the following key:
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ Explorer
